ABOUT KELLY O'HAIRE, ATTORNEY AT LAW

Ms. Kelly O’Haire served as the Director of Moral Character Determinations for the State Bar of California, before opening a solo law practice in 2017. Ms. O'Haire specializes in State Bar Moral Character applications, Registered In-House Counsel applications, advice and representation at Informal Conferences, and responses to State Bar letters requesting follow-up information. Her clients come from northern and southern California, as well as applicants who are located out-of-state and out of the country.

As the Director of Moral Character Determinations for the State Bar, Ms. O’Haire managed a team of Moral Character Analysts (background investigators) and reviewed Moral Character applicant files for final determination of clearance or hearing, and worked with the Committee of Bar Examiners to provide applicant hearings and final determinations on Moral Character applications.

EDUCATION AND EXPERIENCE:  Ms. O’Haire graduated with honors from San Francisco Law School in 1994. While attending college and law school at night, Ms. O’Haire worked full time as a police officer and detective. After law school, Ms. O’Haire became a prosecutor in the Marin County District Attorney’s Office, where she specialized in sexual assault and child molest cases for more than ten years. Ms. O’Haire then accepted a position as the supervising attorney for the San Francisco Police Department, prosecuting police misconduct cases and managing the Legal Division. Ms. O'Haire then went to work for the State Bar of California as the Director of Moral Character Determinations. Ms. O’Haire also served for six years on the Novato Police Advisory & Review Board as a volunteer.

Ms. O’Haire specializes in State Bar Moral Character applications, law enforcement internal affairs investigations, employment investigations, Skelly Hearings and personnel hearings for cities and counties. Ms. O'Haire has testified as an expert in police internal affairs investigations, employment investigations and a variety of law enforcement cases.
